When the Port Authority refused to voluntarily produce copies of the studies, models, and reports used to design the wetlands and to evaluate their function and impact on the Maumee Bay, a Freedom of Information Act request was sent to the Port to obtain this information. This following is the response from the Port’s attorney:

On May 19, 2021, the Toledo-Lucas County Port Authority received your request for the following:
- All hydrodynamic flow studies, models, and reports prepared for, or used as a part of, the Cullen Bay and Grassy Island wetland projects.
- All studies, models, and reports prepared for, or used as a part of, calculating or estimating the water flow into, out of, and through the Cullen Bay and Grassy Island wetland projects.
- All studies, models, and reports prepared for, or used as a part of, calculating or estimating the nutrient removal functions, efficiencies, and capacities of the Cullen Bay and Grassy Island wetland projects.
- All studies, models, and reports prepared for, or used as a part of, estimating or predicting the impacts of effects the Grassy Island and Cullen Park wetland projects will or may have on the water flows, sediment transportation, sediment distribution and sedimentation rates in and through any portion of the Maumee Bay.
- All studies, models, and reports prepared for, or used as a part of, estimating or predicting the impacts or effects the Grassy Island and Cullen Park wetland projects will or may have on the water flows, sediment transportation, sediment distribution and/or sedimentation rates in and through the Cullen Bay.
The Toledo-Lucas County Port Authority has conducted a review of its files and has not identified any public records responsive to your request.
